When you specifically navigate to the table with a quicknav key such as T,
your focus is really on the table so the description is announced.

If you tab into the table, you're not really tabbing to the table itself.
You're tabbing to a button that's in the header.

I know it's a minor difference but I can see why the description wouldn't
be announced.
