WCAG 2.1 SC 1.3.5 Identify Input Purpose - Testing Methodology

Hi,
WCAG 2.1 Success Criteria (SC) "1.3.5 Identify Input Purpose" does not have
a Failure Technique mentioned in the W3 site. Moreover the SC talks about
support and maturity of the user agent and assistive tool to extract and
present the input purpose to user using different modalities. So in this
case how does an accessibility tester test for this SC in a website
conforming for WCAG 2.1 Level AA compliance since currently not all
browsers has good support for HTML 5.2 autocomplete attributes which is
defined as the Sufficient Technique for this SC. If any website does not
have these auto-complete attributes defined in code should the tester raise
it as an accessibility violation per WCAG 2.1.
