Jeff, yes, you are correct that there are some design patterns that do use
the unmodified key to move the focus, such as menus, tablist, listbox,
radio group, and accordions, but I have not seen any specific direction
that only unmodified arrow keys may move the focus. Granted, a modified
arrow key might be harder to discover, but that doesn't mean it's not
allowed.
