I've moved the tabs in devtools around before (not with the keyboard) but
the tab order is not persisted. I just tried it again to make sure. I
moved aXe right after "elements", hit f12 to close the devtools, then f12
again to open devtools. The order was retained (yay). I then closed and
opened devtools again and the order went back to the original (boo). I was
going to poke around the chrome config files to see if it's in there
somewhere (seems like it might be if the order was persisted once). The
issue of non-persistence could be because of another plugin that is messing
things up so I'll try this again with plugins disabled. (In my devtools I
have "audits", "chromelens", "walnut", "adblock", and "aXe")
