Nuance has accessibility and tagging information at their website<https://www.nuance.com/products/help/NuancePDF/en_US/Accessibility_checker.htm>. It looks like their "Power PDF Advanced" version supports accessibility checking and tagging/editing<https://www.nuance.com/products/help/NuancePDF/en_US/tagged_pdf.htm>. I've never used it.



Foxit Phantom PDF allows you check the accessibility<https://www.foxitsoftware.com/blog/creating-accessible-pdf-documents/> of your documents and print an Accessibility Report if need-be. It doesn't say whether you can edit tags.



Commercial software for PDF accessibility includes CommonLook PDF, which requires Adobe Acrobat DC/Pro, and axesPDF QuickFix which I believe works as a stand-alone product.
