Minimum width of contrasting color

I'm wondering if there is a minimum width for a contrasting outline or drop
shadow when they are the only part of the text with sufficient color
contrast?
For example, the text color has insufficient color contrast, but a 1px text
outline does. Is this sufficient to pass SC 1.4.3? Again, what about a drop
shadow? Some drop shadows are one color, but some have an alpha fade, so
only a narrow portion displays the greatest contrast.
