PDF and same-document links

I would like to create same-document links in a PDF so that a
JAWS/NVDA/VoiceOver user can skip to one location in the document, read the
content, and then link back to the original link location. As far as I know
there is no support for that in all current implementations based on
PDF/UA1. Is that correct?
Also, as a second best, where we're dealing with just a pair of links whose
location in the document is known, I find that JAWS and NVDA will follow a
same document link to the intended location and position the virtual cursor
there, but if I create (hardcode) a link at that new location with a target
of the original location, clicking on that link will change the screen but
not the virtual cursor of the screen reader. This seems strange to me since
the Links are coded and created the same way.
Any idea why this is happening?
