When I test for regions and similar type of elements. I do not test with plugins. As the average user out there might not know about the plugins.

I was referring to user agent support. I know there are plugins that can do all kinds of things but if a user goes to a physical location that has a kiosk with the website, then they'd be limited to whatever was built into the browser in the kiosk. They can't download a plugin.
