Both the SC's understanding, and the non-normative F73 with its handwavy
"color = hue", are problematic. And, as pointed out, they're not
internally consistent. However, the escape clause in F73 has been cited
by current AGWG members before as a rationale/justification for this
type of interpretation.
As I say in that github issue, this really needs to be sorted out,
normatively.
