Interestingly enough, we built our PDF remediation business to reply to as-needed requirements before we got into the larger fixed-price projects that we also now do. The problem to solve was the small task nature of as-needed and the rapid turnaround required. The only way to solve that in my opinion is to automate the task management process. Anything that requires conversations, email negotiations, or unstructured iterations of any kind will increase the overhead so that a small job will be needlessly expensive. And the back-and-forth time is added to the net delivery time.
We wrote a cloud-based task manager called eTaskBoard specifically for as-needed accessibility services. It uses forms and a structured methodology going from a proposed task to authorization to delivery to billing.
