You can add your own from the NVDA menu > preferences > input gestures > tools > toggle Speech viewer.

Wow, I'm a huge keyboard user but never thought about finding a shortcut to turn on the speech viewer. Great question. I've always used the NVDA menu shortcut key, Ins+N, and from doing it so often I know I arrow down twice (to tools), then arrow right to expand, then arrow down once to speech viewer. It's kind of muscle memory now. It's not exactly a single shortcut key but it does let you turn it on using the keyboard.
