Ah, sorry for the confusion there. I thought the numbers might be
helpful as a reference device. I can see where this caused confusion
so I removed the numbers:

Oh, I think I'm just confusing myself. We (my coworkers and I) started
adding "role=none" on a lot of elements in order to avoid VO from
reading it as a group. I think some folks were testing in Chrome, and
others in Safari (each aforementioned browser yields different
results, hence the lack of clarity in my questions and demo).
