Hi Lucy,

You might want to consult the Nielsen Norman Group which is a leading group in web experience based marketing. Of course it's about the user experience but I believe that the maintenance of the site whether it's on the accessibility or user experience side the work is colossal if only one person is assigned to this task. Here under Core Teams: https://www.nngroup.com/articles/intranet-design/2020/ you will find a calculation of the number of employees you need. Of course, this is only for the intranet. It is possible to transpose this simple calculation with a website.
You can probably do a comparison with another organization, perhaps of the same size and with a similar mandate, to demonstrate the magnitude of the task. In addition, you can show the costs to the organization if the websites are not accessible versus obtaining more qualified resources... Sometimes this can give senior management pause. In addition, this person will need tools and training to do a good job of checking accessibility, correcting broken links, etc. This is not to be neglected. It will be up to senior management to determine if they are willing to mitigate the risk.

Hope this help a bit,

Gen
