I'm not following the CSS angle. The majority of accessibility comes from
semantic HTML elements. *Some* accessibility comes from CSS, such as color
choices or the "display" property.
What makes you think CSS is more accessible than HTML? That's not a
facetious question. I'm genuinely curious what you've heard and from where.
