In general: if they've got a caption, then they're not decorative. If
the caption sufficiently describes the image, then give the image an
empty alt and keep the caption (as that then serves the purpose of
providing the alternative for the image).

Otherwise, keep both the alt that described what the image looks
like/contains, and the caption provides more context on what the image
tries to illustrate/show/mean.
