Thanks, Nick - I hadn't noticed that. The example doesn't address the fact that it should always be possible to display a map at a zoom level that results in sufficient spacing. That might mean that the whole map area is not visible, but the provision of pan controls would deal with that.

The exception should only apply if it is essential that the map is displayed at a zoom level that results in overlapping targets because the whole of that area must be visible at the same time. I think I'm starting to see how this might work.

Scenario 1: It is essential that the map is displayed at a zoom level that results in overlapping targets. The exception applies regardless of whether or not the map has a built-in zoom feature.

Scenario 2: It is not essential that the map is displayed at a zoom level that results in overlapping targets. The map's built-in zoom feature allows it to be zoomed to a level where the targets can contain a 24 by 24 pixel square, and there is no loss of information or functionality. The success criterion is met. The exception is not required.

Scenario 3: It is not essential that the map is displayed at a zoom level that results in overlapping targets. The map either doesn't have a built-in zoom feature or it cannot be zoomed to a level where the targets can contain a 24 by 24 pixel square without loss of information or functionality. The success criterion is not met. The exception does not apply.
