PowerPoint: Highlighting vs Comments

Good morning,
I'm working with a team who has developed of PowerPoint template for instructor use during a course and I'm reviewing it for Section 508 compliance.
There are areas that are highlighted to note where information needs to be input by the instructor each session of the course offering. I'm aware of the standard that color cannot be the only way information is conveyed (i.e., the highlighted content needs to also have formatting to differentiate it); however, I've encountered an item on the checklist I'm using from HHS (https://www.hhs.gov/web/section-508/accessibility-checklists/index.html) "Comments are used as collaboration methods (instead of color and highlighting)." So my question is, are comments better than properly formatted highlighting in terms of accessibility?
