They define standards. Whether or not they are on some self-appointed
standards body list is of no consequence whatever.
WSSN is a self-appointed body that charges members a membership fee
in return for distributing standards documents. W3C has no need of
such a service, and presumably chose not to join.
There are far more international standards bodies than the few on
their list.
