Semantic structure of forms with non-form steps

I'm designing activities for students to do and some of the activities are
like this:
Step 1: Do something
Step 2: Do another thing
Step 3: Do a third thing and answer these questions:
a: question 1:
b: question 2:
c: question 3:
Step 4: Do another thing and answer these questions:
a: question 1:
b: question 2:
c: question 3:
Normally I would take the textareas a, b,c and put them in a fieldset with
the instructions of the question in the legend (or a short version in the
legend and the description in the paragraph.
However, I would like 1 & 2 to not only look the same, but come across the
same semantically (to screen headers, people without css, etc)
Does anyone have any suggestions?
