Thank you Norman for the answer.

This question was simply for one small example. The document (unfinished) is an
addendum to a policy. It is already quite detailed and comprehensive. We
encourage validation and XHTML 1.0 usage. Further, the document is truly a
departmental-specific adaptation of W3C standards and best practices, both for
usability and accessibilty.

I have created the document to flow from 'considerations for our environment',
to site structure, document construction, navigation, etc.
