cost to retrofit existing site?

I am working on an accessibility website strategy for www.translink.bc.ca.
One
strategy I have identified, of course, is to implement web
accessibility design principles, whether it be the Web Content
Accessibility Guidelines 1.0 or the Treasury Board of Canada's
Common Look and Feel Standards and Guidelines for the Internet or
some combination thereof or whatever. Almost anything would be
better than nothing.
For the strategy, I need to provide a cost for implementation. I
realize this depends on many factors, like the website guy may need
training in web accessibility, since he has made comments like "
Allowing the font to only be adjusted by individual users within a
text-only version. Therefore, avoiding potential display problems
that arise when fonts are not a fixed size." Makes me cringe!
Anyway, I NEED a cost or a range of cost. Is there any kind of
formula or rule of thumb or guideline? Something that would keep
the client happy/satisfied? Any suggestions would be most
appreciated. Thanks.
