scope on tr?

Hi!
I have a quick technical question.
In almost all the examples I've seen scope="row" is applied to a th or a td.
However a coworker wants to use it on a tr because he's stuck using an
automated program to convert stuff that isn't HTML into HTML and it would be
easier. I found one site (City of Austin) that suggests using <tr scope="row">
Does this actually work in common screen readers? Does it realize that it must
be referring to the first cell in the row as what applies across?
Please let me know. I need to advise him on whether this is okay or whether he
needs to tinker with it to get the scope="row" onto the first td of the row.
