I now have a project to set up and deliver devolved web page ownership, not just amongst the (partly) trained, but to the community at large!

While overall control will be maintained by our journalists(!), and we have already set up templates with restrictions, my plea is for any advice on what to put in place, or what guidelines to supply, or indeed any advice on how to implement this while retaining accessibilty.
