I think it's a case for certain common patterns, such as simple
search forms displayed in the top-right of a page, where it's
assumed that (sighted) users know already (from past experience,
and because the actual submit button next to the text input already
says "search") what the input is for, and adding a further explicit
label adds more information clutter to the page than necessary.
