Have you seen the ARIA roadmap? It defines within page navigation using
the role element in XHTML 2.0:

I haven't caught up on XHTML 2 yet, but that might make the @key
redundant?
Skip links as well potentially, I just need to look into the IBM
additions to see how well it will work in the near future (adding
classes rather than roles).
