Apologies for cross posting, I have a question on foot of a discussion
from another list.

When creating an accessible PDF using PDFMaker etc and activating the
security settings, the author has the above choice. It occurs to me just
how odd this approach is, why is it an explicit user controlled choice?
Or is blocking out blind users perceived as a 'security enhancement'?

Why isn't text access enabled by default?
