There is an accessibility channel on Mozilla's server. I haven't been
there for a while, so I don't know if people are open to talking about
accessibility in general or just Moz's stuff.

There used to be an #accessibility channel on Freenode, but it had a
population of about three people (I was one of them) and we were very
quiet. (I remember perhaps two conversations in three years.)
If you're looking for a place to discuss accessible web development,
#web on Freenode is perhaps your best starting point, although (fair
warning) it's rowdier and more laddish than it used to be.

Not sure IRC is as popular as it once was. Many folks are simply using Twitter and other social networking for "chatting." When I want to ask a question and need a quick response, I usually tweet with the hashtag - #a11y and often have a response within minutes.
There are also a couple of pretty active accessibility groups in LinkedIn; one associated with W3C-WAI and one more devoted to Section 508. I have the LinkedIn system send me a "digest-archive" once a week. Less instant, but very effective.

It's not, but I still have uses for it. I'll start giving twitter a try
