Perhaps it would be easier to give the user the ability to refresh, instead
of automatically refreshing. I'm not aware of any settings in either
Netscape, Mozilla, Opera or Internet Explorer that give the user the ability
to not refresh if a page is coded to do so.

By-the-way, is this considered a violation of the 508 or W3C rules? I've
seen discussions arguing both sides.
I consider it a violation, as it can be impossible for certain people to
read (or listen to) the page quick enough (therefore they are unable to
receive all of the content).

Yes, that's a good suggestion, but we need for the refresh feature to operate
even if the site is being accessed from a kiosk. Hence, if the Director walks
by the kiosk in the lobby we want him to see the latest map on the screen.

Opera has one
File > Preferences > Privacy
UNcheck 'Enable automatic redirection'
Opera also gives the user the ability to auto-refresh a page if they want
to, at a time period defined by the user (or they can choose one of the
presets). Simply right click on a page and goto "Reload Every"
