I have used Putty a little, but it has some problems, stuff seems to be a line off. I would guess that some of the blind Linux crowd can help you as they do this stuff all the time.

Ok, do you know how I could get in touch with some of those folks?

There is a blinux list, blind linux, probably blind programmers list too. I don't know subscribe urls off top of my head, can probably find on Google.

If you want to ask on nfb computer science list, I manage, http://www.nfbnet.org/mailman/listinfo/nfbcs_nfbnet.org
Or if you want, I can ask for you and forward any replies.

Cursor tracking is the major challenge, but it's definitely doable. I love Putty, but other alternatives include:
SecureCRT: http://www.vandyke.com/products/securecrt/
Tera Term: http://ttssh2.sourceforge.jp/manual/en/usage/ssh.html

In most cases, you need to change the way the cursor is displayed so that JAWS is better able to track it. If you'd like, feel free to write me off list and I can give you more specific instructions depending on client.

Ok, that would help. Are you using Putty, or something better?
