A WCAG failure would result if you had two links with the same
link text going to different URLs, so the fact that you're getting
an error would suggest that the links are not in fact pointing
at the same place?

I'd ask the more fundamental question: why do you need to duplicate
the links in the first place? Is that not adding more "noise"
to the overall page?
