As far as I can tell, no WCAG success criteria require text in videos to have sufficient colour contrast. Am I missing something?

I am currently testing some videos that contain important text content that is not presented anywhere else. The colour contrast would fail SC 1.4.3, but it does not appear to apply. It seems that the only requirement is that the text is presented in the audio track or an audio description, but that really doesn't feel adequate.

Assuming I am not missing anything, does anyone know why text in video content was not included in SC 1.4.3? Any other thoughts on the matter?

Hi.

I had the problem as presented some months ago: a Norwegian museum produced about 50 videos with a lot of text contents. Their goal was to make the videos as good as possible for as many as possible regardless of WCAG, and we therefore tried to meet 1.4.3 (even if this was sometimes tricky because of, at least for these videos, the element of art). Sorry, this does not answer your question, but even if wcag do not have a 100% clear success criteria for this, it is obviously important with sufficient contrast also in videos.

Since 1.4.3 does not specify *where* that text would sit (and also
applies to text as graphic) I cannot see why it should not apply to text
in video (both to captioning and text as graphic used as part of the
image).

Agree, this has been our take on 1.4.3 as well. Text in video, text in
images/SVGs, etc all fall under 1.4.3.

I have done some further investigation and I have found the answer. The normative text of SC 1.4.3 refers to "The visual presentation of text and images of text..."

WCAG's definition of "image of text" is "text that has been rendered in a non-text form (e.g., an image)...", which would include video content.

It doesn't help that the Understanding page informally describes an image of text as "text that has been rendered into pixels and then stored in an image format", which would not include video content, since it is not an image format. That paragraph should have just pointed to the formal definition instead of paraphrasing it inaccurately.

Thanks to all who replied to my question - it looks like I was wrong (again).

Agree, this has been our take on 1.4.3 as well. Text in video, text in images/SVGs, etc all fall under 1.4.3.

Would this be handled with transcripts if the video could not be made compliant?

That is exactly what I recommended to a client this morning. The transcript might need to include some of the visual content that it wouldn't usually contain, so the authoring process might be different than usual. Nevertheless, I would say that it is an acceptable alternative format as long as the transcript and the mechanism to access it are accessible.

Shouldn't a transcript already include a description/text version of any
important visuals already, rather than just being a transcript purely of
any dialogue/audio? (though it looks like WCAG is a bit vague on the
terminology here)

Sorry, I miswrote what I was thinking. You are right that the transcripts for both purposes must contain all the important visual information. However, I believe there can legitimately be other differences.

Assuming we are talking about synchronised media, a transcript only gets you to level A conformance (SC 1.2.3). If you want to achieve AA, you must have an audio description (except in the case of a single talking head). Therefore, the transcript does not need to meet the requirements of SC 1.2.3 because the audio description already does that.

The transcript only needs to meet SC 1.1.1 because it is only acting as a text alternative for an image of text. As such, it doesn't need to contain any of the audio content.

Unless I'm wrong again.

Shouldn't a transcript already include a description/text version of any important visuals already, rather than just being a transcript purely of any dialogue/audio? (though it looks like WCAG is a bit vague on the terminology here)
