Where is a good resource showing all the tags and their definitions. Haven't managed to find such a beast.

Sean,
If you look at the ISO 32000-2:2020(E), pages 757-770 give you the specific description of what each tag is used for and how they would be categorized.
At Access2online, we use Section tags (<Sect>) for chapter separation within a <Document> and then an <H1> thru <H6> with <p> tags for the main body structure.
