I don't think the closed intranet automatically exempts the system. I've
worked on a financial system for the Army which is on their intranet, mainly
to be used by their financial analysts and it had to be 508 compliant. I
think the system would have to involve national security, intelligence or
command and control in order to get an exemption. Here is the exemption
