Good morning,
I am seeking on guidance on requirements for educational/training videos. In this case, I have a series of very short (under one minute) videos that describe how to do something on line, such as find a specific report. The video begins with an animated character who narrates the video. The rest of the video is all screencast showing the actions in the computer interface. All the information the user needs is in the narration, i.e., there's no "follow the prompts on the screen." So, do we need to describe the animated character and the actions on the screen? (Example: a rectangle appears around the Next button.)

From a users perspective
If I as a screen reader user can determine that there is a video,
I need to be sure that the information that is being conveyed on the video is the same as what is being explained through the dialogue
If the dialogue is telling me to click on elements, instead of specific keyboard, commands , there needs to be audio description placed into the video.

If you're asking about an audio description, WCAG 1.2.5, then if your video
is descriptive enough, you won't need to describe what the animation is
doing. That is, if the audio says to click the "Next" button or expand the
"Processes" branch in the tree, then audio description isn't necessary. But
you have to make sure the video uses the exact labels of the elements to
interact with and ideally include the type of element to select (button,
checkbox, tree branch, etc).
You still need captions, WCAG 1.2.2, and possibly a text transcript, WCAG
1.2.3. If the steps described in the video also exist as text on the page,
then that's effectively your "transcript".

Hi Chris,
I agree with all the points that Glen mentioned. Just would like to add
that as a person with visual impairment, descriptions such as "rectangle
box surrounding the Next button" don't provide me with any valuable
information. The box is there to catch users attention and for us it is
best done in the form of speech , i.e. identifying the name and type of the
element!
