Does anyone know of a content management system that allows content editors
to add Dublin Core Metadata to each individual page?

I am in charge of creating a website for a University Department that must
meet all of the Section 508 standards as well as include these requirements:

I just made up a template of the DC Metadata I needed to use and and cut and pasted it into each page -- modifying it as needed -- I use DC Metadata on each of my pages.

Well, I was just wondering if anyone has ever heard of a system that
integrates these values into an interface for updating content. There is an
old plugin for dreamweaver, but it does not work properly in the new
version.

Many CMS software packages allow plugins or modules, or some other
means to add functionality to the system without rewriting the core
code.

Consult your existing CMS software documentation to see if it is a
possibility to add custom metadata to content.

I recently surveyed over 20 CMS systems while researching UI design
patterns in open source web application software, and I didn't find any
that passed WAI priority 2, which by extension means they would
probably not comply with section 508.

I formed the impression that accessibility was not on the radar for the
developers (no insult to any CMS developers intended if that's not the
case -- I would love to be proved wrong if anybody knows any
different.)

Well, I just found out that one CMS called Zope features support for dublin
core metadata, but it seems to have a pretty steep learning curve.

I probably ought to point out that Zope isn't really a CMS, but a CM
Framework. Take a look at Plone[1] for a CMS built on top of Zope.

reference Plone site that has been customized in a unique way? I would like
to learn more about the capabilities of Plone, but I don't have too much
time to dedicate to it. Are there any other CMS's built with Zope?

Here in Ireland, the Irish government has developed a profile of Dublin Core called
Irish Public Sector Metadata Standard
(cf. http://www.gov.ie/webstandards/metastandards/index.html), and
specifies that it be used on all public websites.
Therefore a number of CMSs developed by Irish companies do support the manual addition
and maintenance of metadata using the page-editing interface.
Most of the metadata is automatically generated or common boilerplate text though.
One example is pTools (www.ptools.com), who recently developed the website www.assistireland.ie,
but I think there are others.

We were involved as 3rd-party QA consultants for this project, so we're not affiliated to them.

I notice that this appendix defines metadata field names incorrectly, an easy mistake to
make when reading the official Dublin Core standard, which isn't as clear as it should be. The field
"DC.DateCreated" should be "DC.Date.created", and
"DC.DateLastModified" should be "DC.Date.modified".

Here is a complete example, taken from the IPSMS pages.

The British Postal Museum & Archive is a Plone site that I was recently involved in customising - http://postalheritage.org.uk/. There's also a good list of sites on the Plone website (http://plone.org/about/sites).

There are other CMSs that have been built using Zope as a platform but I think it's safe to say that Plone is the most stable and well developed of these. Please correct me if I'm wrong.

I probably ought to point out that Zope isn't really a CMS, but a CM
Framework. Take a look at Plone[1] for a CMS built on top of Zope.

Coming in a bit late on this, but: I've just today attended a
presentation of a University using Silva
http://sourceforge.net/projects/silva - a Zope based CMS which stores
pages in XML format. Looked very intriguing.
