Not sure if this is what you are looking for or not:

FILE >> PREFERENCES >> ADVANCES >> UNIVERSAL ACCESS check the PRESS TAB
TO HIGHLIGHT EACH ITEM... box.

Hah, who'd have thunk it. http://www.apple.com/safari/download/

Anybody know if it's possible to enable full keyboard access in the
current Windows build, though? On OS X this was a system preference, if
I'm not mistaken, but I can't find the equivalent on Win.

If you mean the preference to "press tab to highlight each item on a
webpage", that's in the browser preferences (on both platforms).
