Accessibility in terms of being accessible to people with disabilities? (WCAG)
Or in terms of creating accessible output? (ATAG)
Both are important, but they're different.

Adobe Dreamweaver is a good authoring tool that has good
accessibility. Of the major ones out there, this is the one I'd
recommend to anyone that is not comfortable authoring raw HTML. It's
not perfect and (like all other tools) can't ensure a fully accessible
web site, but it supports very good accessibility if you use it
correctly - the tool is only as good as the knowledge of the person
using it.
