In lynx (and perhaps in several accessibility tools), there are times when adjacent links do look like one link.
I'll have to go back and experiment with this but it seems that if the close of one link's </a> is immediately followed by the opening of the second link's <A HREF=....> (i.e.; with no space and no newline), it is likely to render as a single link in lynx. This immediate postiion of the two links is often used with image-based links to make images snug up to each other with no breaks.
As I said, I have not tested it out to make sure.
