The University of Oregon is seeking to build a pool of independent web developers. We're looking for innovative and world class production studios. An essential requirement is expertise in building sites that meet WCAG 2.0 accessibility standards. Is this open to companies outside the USA? I tried to register on the portal but the 'Vendor EIN/SSN/Tax ID number' field is mandatory and as a non-US company we do not have one. We work with many US companies and provide them with W-8BEN forms that declare that we are not subject to US tax but your system does not appear to have provision for this.
