I'm not at all savvy about making accessible PDFs, but I do know that you can use PHP to generate PDF documents: http://www.php.net/manual/en/ref.pdf.php - it requires an additional extension, which I believe costs $1000 (US). haven't tried it out myself, but my former assistant was working on using it for a project at his other job. seemed like a neat idea, and potentially helpful from an accessibility POV as well. (the project he was working on, they were planning to set it up to pull names from a database & lay them out for mailing labels. strange but true.)
