Can anyone tell me please, if there is a way to tab between headings on a web page? I'm not finding anything in my Google searches about this.

Not as far as I know...this is one of the misconceptions about how we move through content. We only Tab through links and form controls and use regular reading commands for other elements.

If you are using JAWS you can use H to move to the next heading and Shift + H to move to the previous heading or use JawsKey F6 to get a list of headings. NVDA should have similar keyboard commands.

You might be able to "Tab" through heading that are also links, but it would be the "links" you are tabbing to...the fact that it is a heading is incidental.

In JAWS you can also hit the level number of the heading to get to it.

I'm a sighted user and just wondering how keyboard-only users navigate through a page.
Here is the page that raised the question: http://www.governor.wa.gov/ . Is there a way to tab into the sub menus that are exposed when mousing over the top nav items?

Also, there are blocks of content on the page and each has its own heading. However, if I tabbed to get to the Twitter block of content, how do I easily get out of it if I'm a keyboard only user? I wouldn't want to have to tab through every tweet to move onto the next block which contains the Facebook posts.

Are there any resources you might refer me to to learn more about how keyboard-only users interact with pages?

Angela, it depends on how well the page is coded. That one is not great, for example. On Firefox, using the mousless browsing add-on, I can get to the submenus if I am very very very fast, but I certainly can't get into those submenus with native Firefox or without some kind of time limit. There is a lot of discussion on this list (you can look in the list archives) about how to make dynamic menus keyboard accessible, but on that page, they aren't.

There are ways to jump from heading to heading in certain browsers without a screen reader, but they are poorly documented, poorly understood, and usually require some kind of add-on. (They are native in the old version of Opera; in Firefox you need a specific extension.) In general, a keyboard user who wants to move around the page faster than that might use something like Mouseless Browsing, Find as you Type, Caret Browsing, or some other way of jumping around the page quickly. We won't use native page semantics because they aren't exposed by the browsers very well.

There is also the HeadingsMap plugin for Firefox:

(Similar available for Google Chrome)

It's unclear to me if this creates a way to navigate through
headings, or just displays them in hierarchy form. (That is, is this
a tool for endd users or more of interest to devs?)

On a broader point, it's becoming a pet peeve of mine: Browsers
should really be providing more than Tab & Enter for navigating
content for keyb-only users. Opera is still the only one that has
more robust keyboard support, as I recall, though I'm now hazy on the details.

Old Opera (versions 12 or lower, using Presto), yes. The newer, Blink-based versions, not so much. I still run Opera 12, and know that one day it will stop working with the modern web and I will cry and cry.

Downloading NVDA is okay, but the person who is unable to use a mouse isn't going to have NVDA.

As an Opera-12 user who is sticking with it because of the great keyboard
navigation (well, also because new Opera doesn't run on 32-bit), I am
eagerly looking to see if its spiritual replacement, vivaldi, will be
the same.

Created by some former Opera guys (at least half the team), and they say
they are bringing in "keyboard" but I'm not sure if it's the same.

To aid sighted keyboard users, headings can be made keyboard focusable by
using tabindex="0" but be wary of instances where its use causes excessive
tabbing.

VoiceOver on a Mac running OS X Yosemite works great in Safari, but I've had a bit of trouble in Google Chrome. Others on AppleVis say the same thing about Chrome in Yosemite. It worked great in Mavericks though. But in Safari, I'm finding very good results if I navigate using the VO and arrow keys. In fact, tabbing seems to skip over items in some instances such as with System Preferences, but most of the time this isn't a problem.
