Hi,
When a website has links to forms or an application in a sub-domain, is the recommendation to open the link in a new tab or same tab? The website and sub domain don't have the same site navigation structure. In case of the application in a sub-domain, the user is entering a login scenario but in case of forms in a subdomain, no login involved.

Totally up to you (or the designer). There isn't an accessibility reason
to do one or the other. However, if you open in a new tab *and* you have a
visual clue that the link will open in a new tab (such as the box icon with
an out-pointing arrow), then that visual clue should be conveyed to
assistive technology too. If you don't have a visual clue, then there's
nothing else that needs to be done from a compliance perspective.
