Yes, such a tool would be fine, but the reality is that you CANNOT build
such a tool. That's sadly a fact that you've got to accept. To pick the
simplest of examples, an automated tool can check that you've added an
ALT attribute to your image, but it can't check if the ALT you've put in
is appropriate (which doesn't necessarily mean it needs to reflect its
content, but rather it's a mixture of content and context of the actual
page itself).
For better or worse, there NEEDS to be human intervention and manual
checking.
