I don't see that anyone answered this question... but I have an
opinion... It's not based on the 508 question -- it's based on the
fact that you've already proven it's a problem for the keyboard user.
Are we dealing with the letter of the law or the spirit of the law? If
you already know it's a usability issue, and thus an accessibility
issue for some, then I wouldn't even worry whether it's a 508 issue.
If it has issues like that, I would find another way to submit the
form... Just my .02...
