Are you sure? I think that most *DO* know how to open links in new
windows/tabs and that most do so regularly. Perhaps the reason why
some people don't know how or when to do this is because some
developers arbitrarily force new windows upon them, making it
difficult for users to understand when and how links should have this
behavior.
And to clarify the WebAIM code posted previously - we do not open
external links in new windows, but we do identify external links via
icon and accessible text so that users can decide themselves whether
to open them in a new window or leave our site altogether. Who am I to
make that decision for them?
