This is a case where the repetition in the links is probably more of a
burden than forcing the user to read the previous heading.
How about a data table? The table caption would be "CTC Faculty Salary
Reports". Column headers would be "Full Time, By Quarter", "Full Time,
Alphabetically", and "Part Time". Row headers would be the fiscal
years. Each data cell could simply display the PDF icon (probably with
alt of "Download PDF") because the row headers would present
everything necessary. This would be much more concise and easier for
everyone.
