Well my personal experience over the last couple of years is the contrary. I have come across a significant number of developers with major software companies who have absolutely no clue about accessibility at all, let alone how to construct a proper table. I've spent the last couple of years mentoring a number of developers from various software companies that we have purchased products from, in order to better integrate their products into our existing systems (with WCAG standards in mind).
That being said, I do fully agree with the sentiment about the challenges of timelines and CMS markup. We ended up abandoning one CMS (after investing a substantial sum of money) because we simply couldn't manipulate the code to adhere to standards.
It is a slow process for sure, but convincing management to build in the extra time at the beginning of a project instead of the end of a project is the only way things are ever going to improve.
