While not finding it surprising I do find it disturbing that in 2013 accessibility is still an afterthought, at best, on the minds of most developers and designers. What are you going to do when in short order websites are ruled to be places of public accommodation under the ADA. From a customer service and marketing perspective this wiliness on the part of management to deliberately exclude ~12% of the customer base would seem to me to be just bad business.
I do a lot of training and development around accessibility and find that the vast majority of designers are ignorant or just dismissive of the positive attributes of accessible design.
