Language switching issue in a PDF form

I and a colleague are having a problem with drop down combos and
synthesizer Language utilization. The language to be used is French,
but each time one of these controls gets focus the synthesizer language
reverts to English.

The form was designed using Adobe LiveCycle ES 04.

If anyone can take a look I can send you the file directly since I
don't believe this list accepts attachments.

I am using Jaws and the vocalizer synthesizers. to test this.
