What about a blog page? A page with several different stories or unrelated articles?

Doesn't a blog entry deserve an H1, if it's in an appropriate <article> or <section> element?

Same for a page with multiple stories or articles.

And I'm questioning only HTML5 pages. I don't see this issue with non HTML5 pages, where the document outline is top down with no resetting.

Deserves in which sense? Just because it is a top-level heading in the context of a section does not mean it "deserves" to be H1. Over the centuries, such headings have been regarded as 2nd, 3rd, etc., level headings, according to the nesting og sections.

Almost all current user agents deal with an H1 element as the top-level heading of the page. Any claims to the contrary need hard evidence, as this has been the meaning and treatment of H1 since the early days of the web.
